Raymond Vella
Mr Raymond Vella, a seasoned educator and policy expert, began his journey in the realm of education at the Malta College of Education and University of Malta, where he honed his skills and passion for teaching English. Commencing in 1977, his career spanned over two decades, marked by dedicated service in secondary schools and Sixth Form Level institutions.
In the year 2000, was promoted to Assistant Head of School, followed by another promotion in 2008 to the position of Head of School. In 2013, he transitioned to the role of Director at MCAST, contributing significantly to the institution’s growth and development. He founded and directed the MCAST Entrepreneurship Centre at KBIC Corradino from 2013 to 2022. Mr Vella’s expertise extends beyond education, with significant involvement in the construction industry spanning approximately thirty years. Since July 2022, Mr Vella has served as a Policy Consultant in the Ministry for the Economy, Enterprise, and Strategic Projects, leveraging his vast knowledge and insights to shape impactful policies. During the period between September 2022 and December 2023, he lent his expertise as a Policy Advisor in the Ministry for Public Works and Planning. Currently, Mr Vella is serving as a Policy Advisor at the Ministry for Lands and the Implementation of the Electoral Programme, contributing to the nation’s strategic initiatives and development projects.

Carm Cachia
Carm Cachia is a chartered information technology professional with a pioneering career reflecting his systems and management qualifications coupled with sound and successful leadership in major projects of national interest. During the course of his career, he has encompassed most of the areas in IT including software engineering, development and testing, infrastructure design, information security, project management and executive leadership. As a professional, he has always preached a structured and formal approach to projects while at the same time introducing modern methods and concepts.
Carm has led significant projects in a good cross-section of the industry including travel, banking, financial, manufacturing, government, telecoms and other sectors. He has introduced some major suppliers to Malta including Sun MicroSystems, Microfocus and Intracom amongst many others. He consistently brings a balanced approach to projects ensuring confidence and cooperation on both sides of the table. This is complemented by a good combination of technical skills and understanding, identifying business requirements and suggesting processes that increase efficiency.
On the academic side, Carm is a UK chartered software engineer and is a chartered fellow member of the BCS. He has been instrumental in setting up local branches for various IT institutes and in introducing a good number of internationally recognised certifications to Malta including PRINCE2, BPM and Agile Methodology to mention just a few.
Anthony Vassallo
Anthony holds a first-class honours degree in Computing and Information Systems and a recently obtained masters in Distributed Systems and Networks with distinction. Main areas of research include data transmission, data compression, web services and robotics. He has over twenty years of experience in the technology sector working in both the private and the public sector. Since 2004, he has been employed with Malta Enterprise and currently occupies the post of Chief Information Officer. Anthony is also a member of the Digital Malta Governing Board.
Marthese Vella
Marthese is the Chief Technology Officer for the AX Group, responsible for driving a business aligned IT strategy that supports the AX Group’s growth and innovation. Her career spans over 30 years, holding different IT managerial roles mainly in the hospitality and travel industry.
Marthese is and Electrical Engineer by profession and holds a master’s degree in information management from Lancaster University (UK). She is a Certified Information Systems Auditor (CISA), ISO27001 Certified ISMS Lead Implementer and a GDPR Practitioner. Marthese is an advocate for the promotion of careers in ICT as one of the eSkills Malta Foundation ambassadors promoting the take-up of STEM careers among women.
Joseph Seychell
Joseph Seychell joined the Malta Communications Authority (‘MCA’) in 2016. He is Technologies and IT Manager within the Information Management and Development Unit and amongst others, he is responsible for the national implementation of a number of technology-oriented regulations and directives. These include the eCommerce Directive, the Regulation on Electronic Identification, Authentication and Trust Services (‘eIDAS’) and the Directive on making the websites and mobile apps of public sector bodies more accessible. Joseph also manages a team of IT professionals who handle the day to day administration of the authority’s IT systems providing the MCA with the supporting technologies needed to carry out its regulatory mandate.
Joseph has been working in the IT industry for more than twenty years in a number of technical and consultative roles. He was employed at local and international technology organisations and has delivered various projects on a wide array of systems including directory services, virtualisation, backup solutions and cloud systems. Joseph holds a number of vendor technical certifications and a degree in Information Systems.
Etienne Gatt
Etienne is the HR and Corporate Affairs Manager at the Malta Gaming Authority. In this role, he is responsible for the Authority’s Human Capital strategy together with the management of the PR and Communication functions. Responsibilities incorporated in this role include recruitment, training and performance management. Etienne started his career in Recruitment where he occupied the role of Recruitment Manager for the IT and iGaming sectors with Konnekt Search and Selection. In this role, he has been actively involved in the sourcing and placement of IT and iGaming professionals such as CTOs and CIOs as well as professionals in the fields of software development, infrastructure, IT security and databases.
Etienne holds a BSc in Business and Computing with Honours in Management as well as a Master in Counselling from the University of Malta.
Neil Attard
Neil embarked on his professional journey in marketing and brand building within the private sector. As his career progressed, he discovered a profound interest in people management, which fuelled his growing involvement in this field.
Presently, Neil holds a leadership position as the Director of the Directorate of Digital Literacy and Transversal Skills within MEYR. With a keen focus on emerging technologies like AI and upcoming digital learning tools, he remains at the forefront of innovative educational advancements.
Wilfred Spiteri
Wilfred Spiteri is currently the Chief Information Officer within the Minister for Economy, Enterprise and Strategic Projects. He is responsible in providing strategic direction and overseeing the information management investment resident within this Ministry. Having joined the Public Service of Malta in 2004, Wilfred fulfilled various managerial and technical roles. He has been involved in various ICT projects within the Government of Malta for more than 20 years, spearheading projects such as simplification initiatives and strategic applications across numerous ministries. Wilfred has also contributed as working group member to the attainment of various inter-ministerial initiatives such as the Mapping Tomorrow Strategy, Social Media Policy, ICT Development Programme, Single Digital Gateway Regulation, Tallinn Declaration and Online Services Take-up Strategy.
He holds a Master’s degree in Business Administration specializing in eBusiness from the University of Malta and a Bachelor of Computer and Information Systems from the London Metropolitan University.
Bernadette Zerafa
Bernadette Zerafa joined the then MSU in October 1993 as a Group Secretary. During her 25 year career with MSU, MITTS and MITA, Bernadette occupied various positions including that of Communications Executive and Manager Executive Office.
In 2014 Bernadette was seconded to the eSkills Malta Foundation as Manager responsible for administration and operations. Amongst the various duties, Bernadette was also very much engaged in the running of the eSkills for Jobs campaign, which ran in 21 European countries with the aim to raise awareness of education, training, jobs, and other opportunities that are available to people with eSkills. Bernadette is also the EU Code Week Ambassador for Malta.
