Malta Digital Skills and Jobs Platform (LISP)

1. Background Information
1.1 Contracting Authority: The eSkills Malta Foundation

The eSkills Malta Foundation is a National Coalition made up of various representatives from Government, industry and education, who can contribute to the increase in digital skills and the development of the IT profession and help us with the following mandates:

• advice Government and relevant stakeholders on matters related to eSkills policies;
• contribute to the expansion of ICT educational programmes and related formative initiatives;
• lead an ICT professionalism development programme;
• instigate further reform in the ICT educational offerings and contribute to capacity-building of the ICT education community;

• to champion campaigns and promote the Maltese eSkills potential locally and internationally.

The Maltese Government established the eSkills Malta Foundation to reflect this inclusive synergy paradigm. The members of the Foundation are the Ministry for the Economy, Enterprise and Strategic Projects,   the Ministry for Education, Sport, Youth, Research and Innovation, the Malta Communications Authority, the Malta Enterprise, the Malta Gaming Authority and the Malta Chamber of Commerce Enterprise and Industry.

2. General Instructions
eSkills Malta Foundation will be launching the Future Innovators 2024 and the Digital Summer Camp 2024, in collaboration with Malta Digital Innovation Authority, the University of Malta and MCAST.  Both Initiatives will be run during the Summer months.
The Foundation requires a promotional campaign which is envisaged to include the promotional items mentioned below. In this regard, we are asking for a quotation for the following:
Promotional Campaign
• Google Ads campaign for 30 days (during June);
• Search Engine Marketing (SEM) Campaign and budget for 30 days (starting off after the launch);
• 2x Social media post designs for Summer Camp (1x in April and 1x in May);
• 2x Social media post designs for Summer School (1x in April and 1x in May);
• Facebook boosting budget based on €50 per post;

• Instagram boosting budget based on €50 per post;

3. Selection and Award criteria:

 

Selection Criteria
In order to be considered eligible for the award of the contract, interested bidders must provide evidence of their technical and creative capacity.
Award Criteria 

The contract shall be awarded to the bidder satisfying the financial, technical and creativity criteria set out in this call for quotations.

4. Instructions to Economic Operators
Responses are to be straightforward, clear, concise and specific to the information requested. For submissions to be considered complete, suppliers must provide all the requested information mentioned in this document.
All submissions will be dealt with in strictest confidence.
Participation is free. Quotations cannot be modified once submitted and can only be subject to clarifications issued by the Foundation.
This Call for Quotation is being issued under the provisions of Regulation 103 of the Public Procurement Regulations (S.L. 601.03).
The response must include the following information by using the attached template marked Annex A:
• Name of Supplier
• Reference (to be desginated by supplier)

• Expert Qualifications (Please fill in EXPERT/Qualifications Template)

5. Cost
a) The Estimated Procurement Value for this Call for quotes has been based on comprehensive research, including appropriate financial analysis. In the context of this procurement, the maximum Estimated Procurement Value, based on market research, is that of € 4,000 excluding VAT.
b) Therefore, the published Estimated Procurement Value is not restrictive and final on the Contracting Authority. Economic Operators are free to submit financial offers below the maximum Estimated Procurement Value. However, the Contracting Authority reserves the right to accept or reject Financial Offers exceeding the Estimated Procurement Value.
c) The price must cover the whole of the works as described in the call for quotations
document.
d) The bidder must provide an Itemised breakdown of the overall price in Euro (€). Offers are to be submitted up to two decimal points.
e) Bidders must quote all components of the prices inclusive of taxes and any discounts

but excluding VAT. VAT shall be paid in accordance with the applicable VAT.

6. Regulations
The price for the contract must include all the services to be provided and all costs
relative to the provision and implementation of the services. The Price quoted is fixed

and not subject to revision or escalation in costs.

Right of the Foundation to Accept/Reject any Quotation.
The Foundation reserves the right to accept or reject any quotation and/or to cancel the whole procedure and reject all quotations. The Foundation reserves the right to initiate a new call for quotations. In the event of cancellation, the Foundation will notify the interested bidders. In no circumstances will the Contracting Authority be liable for damages, whatever their nature or relationship to the cancellation of the call for quotations, even if the Foundation has been advised of the possibility of damages. The publication of a
contract notice does not commit the Foundation to implement the programme or project

announced.

7. Terms and Conditions

These terms and conditions govern the process of requesting and submitting quotations for a Promotional campaign as outlined herein.

The CFQ pertains to the provision of services for the development and execution of a promotional campaign. Quotations must be submitted in accordance with the instructions provided in the CFQ document. Late submissions may not be considered. All quotations must be valid for a minimum of 120 days from the submission deadline.

Only qualified vendors or agencies are eligible to submit quotations. Vendors must provide evidence of their experience, qualifications, and capabilities to undertake the specified work. All information provided in response to this CFQ is to be treated as confidential by both parties. Any proprietary information disclosed must be clearly marked as such. Quotations will be evaluated based on factors including: cost, proposed approach, creativity, and relevant experience. The decision of the evaluation committee is final and binding.
The contract will be awarded to the vendor whose quotation best meets the requirements of the CFQ. The client reserves the right to negotiate terms and conditions with the selected vendor.
All intellectual property rights arising from work conducted under the contract shall belong to the client. Vendors must warrant that their work does not infringe upon the intellectual property rights of any third party.
Invoices must be submitted in accordance with the agreed-upon payment schedule.
The Contracting Authority reserves the right to cancel the CFQ process or reject any or all quotations received, without incurring any liability.
Vendors must comply with all applicable laws, regulations, and industry standards in the provision of their services.

This CFQ and any resulting contract shall be governed by the laws of Malta.

Your response to this Call for Quote (RFQ) should be made valid up to a minimum of 120 days, and should be sent through electronic mail at info.eskills@eskills.org.mt by the end of business on 4th March 2024. Late applications will not be considered. Any clarifications may be requested on the same email address by not later than Thursday 29th  February 2024 end of business day. The relative responses shall be made public on the same website of this CFQ.
