The definitions of autonomy and sovereignty vary depending on partners and countries, as they have different interests, needs and understandings of these concepts. The methodology proposed here takes into account the different aspects that make it possible to identify these priorities, starting with identifying strategic digital issues and then moving towards an assessment of cybersecurity challenges affecting them and the strategic solutions needed.
The analysis also made it possible to identify how certain topics such as the Internet of Things, artificial intelligence, encryption, microprocessors or education and training are and will remain strategic now and in the future.
This study identified five main objectives linked to specific challenges, which led to the drawing up of ten key recommendations that could form the basis of a European public and private flagship programme for European cybersecurity sovereignty and autonomy (ECYSA), combining private-sector interests with those of the public sector.
