The study “Analytical and foresight evidence on expected employment developments up to 2030+” provides a comprehensive analytical and foresight basis for the vision of shaping the labour market in the third decade of the 21st century in Slovakia and the structure of human resources in quantity and quality in the 2030+ horizon. This is a strategic material that can generally be called Work 4.0. Developed countries shall develop similar materials, analytical studies, allocate the statistical and forecasting capacities needed to anticipate innovative labour market impacts, plan and implement effective policies conducive to the efficient development of the labour market in changed conditions.

In their documents, current EU policies mention three megatrends affecting the labour market, namely: digital transformation, green transition and population ageing. However, it is more acceptable for the Slovak Republic to develop the modified three megatrends, which can be defined as follows:

  • key technological changes (including the digital and green transitions);
  • demographic change and labour market forecasts (as a quantitative and qualitative element affecting the labour market already in this period and over the forecast horizon);
  • social change (cohesion of civilisation, educational, cultural status in regional terms, including family policy).

The key trends updated according to Industry 4.0 and the knowledge of the impact of the COVID-19 pandemic were developed by SAV1 in a study designed as an expert input to the broad public debate on the long-term national priorities up to 2030. The challenges and key trends are divided into five priority themes:

  • Sustainable economic growth in an ageing population and in a changing global environment;
  • Education for sustainable development (inclusive and quality education for labour market needs);
  • Health and quality of life;
  • Sustainable settlements and landscapes in the context of climate change;
  • Poverty eradication and social inclusion

By its nature and content, the study fulfils the features of employment policy until 2030. These are not only measures for the 2030 target year, but a process of successive action changes, creating the conditions for a balanced labour market with the supply and demand of competitively capable human resources, which create optimal conditions for the socially and environmentally sustainable development of the economy. The proposed key priority measures are primarily aimed at supporting the business sector of the Slovak economy, although some trends and the resulting changes will also affect the public administration sector and civil society as a whole.
