Malta Digital Skills and Jobs Platform (LISP)

1. Scope

In line with the digital skilling, upskilling and reskilling mandates, the eSkills Malta Foundation would like to receive quotations for the setting up of Training Programmes to be included in our Digital Skills Bootcamps & Events 2024 for the following target groups:

a) Maltese Society: Youths, Adults, and the Elderly
b) Kottonera and Kalkara residents (An initiative that is part of a Memorandum of Understanding that the eSkills Malta Foundation has with the respective Local Councils.)
c) Vulnerable groups including immigrants, persons with special educational needs, or unemployed persons.

eSkills Malta Foundation has been entrusted with several mandates relating to skilling, upskilling and reskilling. The Foundation has the overall objective to increase digital skills in Malta. In line with this objective, the Foundation will be offering Training Programmes for specific closed groups or open to the public.
The sessions may take the form of physical (in-person), online or hybrid. Prospective Training Providers may choose to quote for any number of courses for one or more target groups mentioned above. Each course will address one of the themes described in the next clause.
The Digital Bootcamp will run from the date of the contract’s signature until the 30th of November 2024.

2. Themes Overview
The Service Providers are expected to address one of the following themes with the offers for the Training Programmes.

All Training Programmes must incorporate an introductory session on artificial intelligence (AI) or incorporate AI in the Training Programme.

• Use of basic digital devices by Citizens
Familiarise Youths, Adults or the Elderly with the basic skills to use a computer/laptop, tablet and smartphone.

• Use of online government services by Citizens
Reskilling/Upskilling Citizens (Youths, Adults or the Elderly) by using the internet to be able to use online government services (e-government), including servizz.gov.mt, and e-ID.

• Financial Digital Skills using the internet
Familiarise Citizens (Youths, Adults, or the Elderly) with using the Internet to be able to do online purchases, pay bills on the Internet, and use banking services.

• Emerging Technology for Citizens
Familiarise citizens (Youths, Adults, or the Elderly) with at least two or more, emerging technologies from the list below:

• Artificial Intelligence
• Internet of Things
• Big Data
• Blockchain and Smart Contracts
• 3D printing

• Upskilling Citizens with basic office tools
Familiarise Youth, Adults, or the Elderly with the digital skills to be able to use online office tools, including word processing, basic spreadsheets, presentations, and exchanging information between tools including email tools.

• Upskilling Young Students with basic office tools
Familiarise young students aged between 11 years and 15 years with the digital skills to be able to use online office tools, including word processing, basic spreadsheets, presentations, and exchanging information between tools, including email tools.

• Upskilling Citizens with basic online tools
Familiarize youths, Adults, or the Elderly with basic online tools including setting up and using email such as Gmail and Outlook, and basic communications tools such as WhatsApp and Messenger, Zoom, Microsoft Teams and Google Meet.

• Safety on the Internet
Familiarise Youth, Adults, Parents/Guardians or the Elderly with basic computer security skills when using the internet, social media (e.g. Facebook, Instagram, etc.), chatting tools like WhatsApp and Messenger, and the underlying computer safety.

Your response to this CFQ should be valid for at least 60 days. Submissions can be sent via the above Google Form or sent electronically to info.eskills@gov.mt by the 4th April 2024, end of the business day (5 pm). Late applications will be disqualified. Training Providers may request clarifications by emailing the same email address by 26th of March 2024. These and related responses shall be made public on the same CFQ website.

Clarifications

1. It looks like this program has 8 themes. How many lectures are expected for each theme?

Call for Quotation 008 (CFQ-008) targets Society and has 8 themes. According to Section (Clause) 2 of the CFQ: “The sessions may take the form of physical (in-person), online or hybrid. Prospective Training Providers may choose to quote for any number of courses for one or more target groups mentioned above. “Each course will address one of the themes described in the next clause.” A Training Provider can submit one training programme covering one of the eight themes.

2. Are notes to take home expected to be provided to the attendees?
It will be nice if notes are shared with the participants.

All material used should include:
a) the wording “Funded by” and under it the eSkills Malta Foundation Logo is to be placed.

3. During what period should the training of all the 8 themes take place? And how long should the duration of each course be?

As mentioned before … “Each course will address one of the themes …” … The training programme can start once the contract is signed and must be completed by end of November 2024, as mentioned in Section 2 “The Digital Bootcamp will run from the date of the contract’s signature until the 30th of November 2024.”

The duration is decided by the Training Provider ensuring that all related material is covered.

4. Is more than one lecturer permitted to cover all 8 themes or just one lecturer to cover all?

Each course/training programme will address one of the themes … More than one lecturer can deliver the same training course.

5. We live in Gozo and would be able to provide training in Gozo. Does the quotation cover training in Gozo or only in Malta?

Training programmes can be organised in Malta and in Gozo, mainly targeted for people who are currently residing in Malta and/or Gozo.

6. What do you mean public venue? And do we have to provide the public venue or we can use a venue of our own for the training?

Public venue may be a town hall or a parish church hall. Training providers can organise their respective training programme at a preferred venue according to Clause 6f: The Training Providers will use their own equipment and online platform to provide the Training Programme physically (in person), online or hybrid and must follow all procedures as stipulated in the related local legislation.

7. “The most important detail for us is the timing, is it possible to do both during the summer?”

The Awarded Digital Bootcamp will run from the date of the contract’s signature until the 30th of November 2024.

8. Clause 2: Themes Overview
The Service Providers are expected to address one of the following themes with the offers for the Training Programmes.

9. I know the amount should not exceed 5000, and the aim is to reach out to as many students as possible. Can you confirm if the amount is per CFQ or the total for all CFQs submitted by each applicant?

Amounts are per CFQ. Please refer to Clauses 6.1 i and j of each CFQ respectively:

i) The number of Training Programmes a Training Provider may offer is unlimited. However, the cost of each Training Programme cannot exceed a maximum of €2,500, exclusive of VAT.

ii) Each Training Provider may be awarded up to a total of €5,000 worth of Training Programmes exclusive of VAT but inclusive of any cost or other taxes.
